Heather L. McMillan Nakai is an enrolled member of the Lumbee Tribe of North Carolina. Heather received her A.B. from Dartmouth College in History and Native American Studies and J.D. from the University of California at Los Angeles with a concentration in Indian law and corporate law. Heather is licensed to practice law in North Carolina. Heather is currently a Staff Attorney at the National Indian Gaming Commission where she serves as the counsel for the Oklahoma City Region. Prior to joining the staff at the NIGC, Heather worked as policy analyst in the Division of Regulatory and Legal Affairs at the Indian Health Service and as the subject matter expert on eligibility for the Director of the IHS.
