Dr. Alejandro del Carmen, Ph.D., Ed.M., is a nationally recognized expert in constitutional policing, racial profiling compliance, and law enforcement accountability. He is the Founder and Chief Executive Officer of Del Carmen Consulting LLC, a firm that has provided professional consulting services does 27 years to more than 2,000 law enforcement agencies throughout the United States.
Dr. del Carmen holds a Doctor of Philosophy in Criminology from Florida State University and a Master of Education in Higher Education Leadership from Harvard University. He served as a Texas A&M University System Regents Professor and has been designated a Fulbright Specialist by the U.S. State Department. In his capacity as a Federal Court Special Master, Dr. del Carmen oversees compliance under a major police reform consent decree with the Puerto Rico Police Bureau. He is the author of Racial Profiling in Policing: Beyond the Basics (3rd ed.), a foundational text in the field that has been cited in federal court opinions, including opinions issued by the United States Court of Appeals for the First Circuit. Dr. del Carmen has provided executive-level law enforcement training through the Federal Bureau of Investigation (FBI) National Academy and the Law Enforcement Management Institute of Texas (LEMIT) since 2001. He currently serves as Criminologist in Residence for two major metropolitan police departments’ Constitutional Policing Unit.
