Colonel (Retired) Rick Rousseau served on active duty as an Army Judge Advocate (JAG) for 27 years. During his military career, he held a variety of leadership positions, including serving twice as the Staff Judge Advocate for Fort Hood. He also served as a full-time law professor at The Judge Advocate General’s (JAG) School in Charlottesville, Virginia, where he taught estate planning, taxation, and veterans’ and survivor benefits.
Rick deployed three times in support of Operation Iraqi Freedom and Operation Enduring Freedom.
From 2015 through July 2025, Rick was a partner at the Criss & Rousseau Law Firm in Harker Heights, Texas. Following the appointment of his law partner and wife, Susan Criss, as an Associate District Court Judge in Bell County, the firm was renamed Rousseau Legal Services. His practice focuses on veterans benefits law.
Rick earned a Bachelor of Science (B.S.) in Education from The University of Texas at Austin (1982), a Juris Doctor (J.D.) from South Texas College of Law in Houston (1987), a Master of Laws (LL.M.) in Taxation from the University of Alabama School of Law in Tuscaloosa (1992), a Master of Laws (LL.M.) in Military Law with a specialty in Administrative and Civil Law from The Judge Advocate General’s School, U.S. Army, in Charlottesville, Virginia (1997), and a Master of Arts (M.A.) in National Security and Strategic Studies from the U.S. Naval War College in Newport, Rhode Island (2011).
Rick is also a graduate of the Army Command and General Staff College and the U.S. Naval War College.
